Pueblo West proposes transferring leftover capital funds to build 40×50 storage building at Lovell Park

Project Development staff asked the board to authorize shifting leftover capital funds to cover the cost of a new metal storage building at Lovell Park.

Sherry Reed said the project was competitively bid and the parks department determined it needed a larger 40 by 50 structure to house equipment. The district originally estimated $75,000 in the capital plan; the lowest construction bid came in higher (the staff report shows a low bid around $107,000). Reed said the district has roughly $60,000 available from a previously budgeted railroad tie fence repair that came in under estimate, and proposed transferring those monies to the storage building project.

Staff offered two funding options: option 1 would fund the building and slab (additional $43,160 requested); option 2 would add electrical (lighting and battery charging) and request $54,460. Reed said electrical can be deferred to the 2026 budget if the board prefers; the metal building would be a basic 40×50 shed with a 12‑foot garage door to accommodate a tractor, adjacent to Ballfield 2 and tied to power from the existing nearby park building.

Staff noted equipment is currently stored outside at Level Park behind chain‑link fencing; the new structure is intended to protect valuable equipment from weather and improve worker convenience. The board did not take a formal vote during the work session but staff said they will bring the funding transfer forward for action at the next business meeting.
