The Board of Aldermen placed Bill 3667 on first reading to authorize a contract with Carnahan White LLC to replace ball‑field fencing at the West Baseball Field in Finley River Park.

Director Hayden said the west field hosts “about 200 children” each summer and that the existing fence is worn and needs replacement. The city procured bids last year to replace the central field and is presenting the lowest responsive bidder for the west field; staff praised Carnahan White’s prior work on the central field.

Alderman Campbell asked about a five‑foot alternate bid; Hayden said the base bid selected was for four‑foot fencing and the city chose that option because the existing field and age group make the four‑foot height appropriate. Hayden also said construction would not begin until the current baseball season ends; the city aims to complete work by September and to finish before the October craft fair weekend.

Hayden noted the field is within the floodplain but that the replacement is a like‑for‑like activity and that staff obtained the required floodplain documentation and a no‑rise certificate to proceed with permits. The board opened and closed public comment with no speakers and held the bill for a future meeting after its first reading.

No vote to award the contract was taken at the first reading; the motion before the board was to place the ordinance on its first reading only.
