Dunkirk approves several loudspeaker permits; council tables multi-day Off The Hook request pending schedule details

The Dunkirk Common Council approved a series of loudspeaker permits for summer events but tabled a walk-in request from Off The Hook that sought an open schedule of outdoor sound from June through October.
Permits approved by roll call included Catherine Childs’s tattoo and music festival at the Chautauqua County Fairgrounds (three days in August, clerk-recorded hours 4–8 p.m. each day), a Cat Tupalooza event at the fairgrounds (Aug. 8–10, 4–8 p.m.), a gospel church event at Memorial Park (Sept. 5, 5–9 p.m.), a Duckard Veterans Club live band event (July 12, 7 p.m.–midnight) and a request for live music at Spike Dailies (Aug. 9, 7 p.m.–1 a.m.).
Councilors raised concerns about consistency and resident impacts when applicants requested long or open-ended hours. Mayor Dobias reminded tenants and applicants that "all the Boardwalk tenants should know that they're not allowed to have music outside or loud speakers during music on the pier on Thursdays" and specifically noted the condition that during music on the pier there should be no competing outdoor music from 5 to 9 p.m.
A walk-in request from Kelly Esperson for Off The Hook seeking bands and speakers on Saturdays from June through October (listed 1–9 p.m. in the application) was tabled after councilors asked for a day-by-day schedule and clarification whether the applicant intended continuous eight-hour blocks or shorter performances within the stated window. Council member Zatorski moved to table the communication and Council member Laskowiak seconded; the motion carried on roll call.
Council members asked staff to require clearer event schedules for permits that list broad windows and to apply conditions consistently across Boardwalk tenants. For some permits the clerk noted standard referrals to appropriate departments and conditions including insurance and usual public-safety measures.
