The Monroe County Board of Commissioners on June 5 approved Ordinance 2025‑18, a package of non‑substantive and targeted substantive edits to the County Development Ordinance intended to correct formatting errors, restore omitted definitions and improve usability.
Planning Director Nestor Jallen told the board staff compiled a list of improvements after six months of implementing the CDO, including a new table to track changes over time, clickable links in the code for easier navigation, restored uses such as a standard kennel use that had been omitted, and restored language allowing adjacent parcel consolidation for planning and zoning purposes. She said the Plan Commission recommended the edits 7–1 at its hearing.
Jallen also said staff corrected a numeric setback cross‑reference in the environmental constraints overlay (from 125 feet to 200 feet) to align the code with state separation distances for septic systems and added three native tree species that had been accidentally omitted.
The changes also removed a legacy reference to a hearing officer where the ordinance had not provided clear guidance on its use, and simplified plan submission requirements such as returning residential storage structures to a scaled plot plan rather than a certified plot plan in initial review.
The Board approved the ordinance by roll call vote 3–0.
