Bowie Meadows developer withdraws Wayne's Lane access, adds detention ponds; commissioners approve major modification

The Fairview Board of Commissioners on June 5 approved a major modification to phase 2 of the Bowie Meadows planned overlay district that removes a previously planned access point on Wayne's Lane and adds several detention ponds to the subdivision’s drainage plan.
The modification, submitted by Lennar Holmes of Tennessee LLC and presented by Eric McNeely of McNeely Engineering, passed on second and final reading, 5-0.
Staff told the board the change was driven by safety concerns at the Wayne's Lane/Cox Pike intersection and by more detailed engineering that identified the need for additional on-site stormwater detention. “The Wayne's Lane access point created, quite a bit of challenges with how Wayne's Lane and Cox Pike intersect,” staff said, and Lennar agreed to pull back that entrance and replace it with a cul-de-sac.
Eric McNeely said the revised plan establishes two connection points into the already-approved City Center Phase 2 and adds multiple detention ponds to capture and slow runoff identified during more detailed construction-level design. McNeely and staff said the modification was routed to the planning commission and returned with a positive recommendation; the first reading at the board had passed 5-0.
During public comment and question periods, staff and the developer said they had heard positive feedback from nearby Wayne's Lane residents about the removal of the access point. The developer said construction plans and a grading permit for phase 2 have been submitted and are under staff review, with curb installed and the first stone lift in place on some sections.
Board members asked whether the detention ponds would reduce runoff into nearby Bowie Nature Park and Cox Run. The developer and engineer said the new detention features and inlet modifications are intended to better route water to inlets and to alleviate bypass flows until final road construction is complete; final grading and drainage calculations are part of the current review. The developer also said the subdivision’s decentralized sewer system is under construction on-site and that sewer work is progressing.
Commissioners expressed appreciation that the change removed a potentially problematic access point and that added detention capacity aims to mitigate downstream impacts. The board unanimously approved the major modification on second reading.
The modification does not itself authorize building; staff said the grading and construction plans for Phase 2 are under review and that additional permit approvals are required before further construction.
