Council presses consultants on ARPA projects and engineering bid review as a resident seeks permit status for a container home

Council members pressed GrantWorks and city engineering staff on the timeline for ARPA-funded projects and the status of bid packets and contracts. GrantWorks staff said bid packages have been prepared and were under GrantWorks review; once GrantWorks signs off they will be returned to the city for advertisement and formal bidding.
Councilmembers and staff discussed coordination issues: some documents were routed to consultants first for review and then to the city, and staff said they are seeking clearer communication so the city can review concurrently. GrantWorks and engineering staff said they were finalizing contracts and expecting to go out for bids after all parties approve the documents.
Engineering staff also raised several project items: Stella Ditch is included in a CDBG-funded design by Blyle and will be handled in that project; Gessner (Gassner) Ditch would be an add-on that is not currently covered by the CDBG scope. For the Lakeside outfalls project staff recommended obtaining title reports and survey proposals to determine land ownership before proceeding.
During public comments a resident identified as Miss Neli Hernandez asked about property at 3126 First Street, saying she had received council permission on Oct. 17, 2024 to place a container home and that she had approvals from Bureau Veritas and the water district but that LJA—s review remained pending. Staff said they had sent comments on April 23, 2025 and that some plan resubmissions had not fully addressed prior comments; staff acknowledged email communication problems and said they discussed the issue with the consultant to improve response handling.
Council directed staff to continue monitoring the ARPA projects and to return bid documents to council once reviews are complete. Staff also agreed to follow up on pending permit review timelines and to bring the property owner and LJA back to a future meeting if needed.
