Finance Committee to bring YMCA lease, Moore Center and childcare costs back to council next week

Committee members discussed two near-term options: a one-year extension on “pretty similar terms” to the current lease while the city onboards a parks and recreation director, and a longer-term transition in which the city would take on building maintenance, utilities and custodial costs while the YMCA and other tenant organizations would pay rent similar to other tenants.
Nancy (Finance Committee member) urged quick outreach to state legislators because budget decisions on childcare subsidies are underway: “Those the budget conversations are happening now. Legislatures shooting to adjourn by the June 18.” Charlie said he would contact state lawmakers and local stakeholders about the subsidy issue.
Staff and committee members said the proposal is complicated because the city must weigh operating costs, the value of on-site childcare to city employees and the community, and the YMCA’s contributions to programming.
No formal action was taken at the finance meeting; committee members agreed to schedule the YMCA and invited partners for a broader discussion at the full council meeting next week and to continue committee-level work as the parks and recreation director is onboarded.
The committee identified an operational timeline: Charlie said the current customer contract has been extended in the past and that he expects to “put another extension on it, you know, through next year.” The committee also said staff will provide clearer cost breakdowns for maintenance, electricity, cleaning and increased childcare staffing costs before council deliberations.
The discussion will return to the Finance Committee and the full council for additional workshops and possible decisions later this year.
