Buncombe County Schools board to adopt three-year AIG local plan for 2025–28

The plan “will be implemented with fidelity, and we will gather stakeholder feedback,” Knox said, adding that the district will write the plan in 2024–25 and implement it in 2025–26. Knox described the state definition in Article 9B and the six required standards that local plans must address, including student identification, curriculum differentiation, personnel and professional development, partnerships, and program accountability.
Knox said the district employs 21 AIG specialists, is funded at 4% of average daily membership under state funding rules but serves about 19% of students, and uses annual surveys of students, parents, teachers and administrators to shape the plan. “Every student stays at the center of everything we do,” Knox said.
Key changes highlighted in the presentation include a provisional credential course for beginning teachers who have clusters of AIG students, clarified protocols to accelerate students in K–8, and revised high‑school placement criteria to improve earlier access to college‑level coursework where state rules require AIG identification in reading and math.
Superintendent Dr. Jackson explained that after board approval the district will send the plan to the North Carolina Office of Advanced Learning and Gifted Education in Raleigh for review and feedback. The board approved the AIG local plan as part of the consent agenda later in the meeting.
The plan is on a three‑year cycle—written in 2024–25, implemented in 2025–26, and reviewed again in 2027–28—and the presentation emphasized continuing stakeholder input and annual review.
