Local tour operators, boat clubs press Punta Gorda for transparent allotment of Lashley Marina commercial slips

Multiple local marine businesses and leisure operators told the city council the commercial slip allocation at Lashley Park Marina limits public access and economically disadvantages local operators.
Zach Lower and Cole (last name given) of Punta Gorda Ventures and Bonagorda Ventures said a single franchise, Freedom Boat Club, controls 13 of 14 commercial slips at Lashley Marina, with one slip used for essential services. They said that practice leaves few or no slips available to residents, tourists or local concessionaires. Cole told council the Freedom Boat Club is a national franchise and not locally owned.
Speakers requested that the city open at least three slips for a competitive request‑for‑proposal process to allow properly insured local businesses to apply, conduct a revenue optimization study, and implement a transparent wait list that prioritizes compliance with Coast Guard standards, Florida regulations and insurance requirements. They also proposed a public‑private partnership to help manage the marina during a transition period.
City staff did not take immediate action at the meeting; council members thanked presenters and asked staff to follow up. Multiple speakers offered to volunteer on committees or work with staff to develop solutions. The marina allocation and management process is under review by staff and may require policy or procurement action depending on legal and contract constraints.
