Board OKs $1.59 million plan to renovate Ogden High baseball field

The approval follows a competitive request for proposals that produced four bids. District staff recommended R and O Construction as the winner based on a combined technical and cost evaluation; the contractor’s hard bid was $1,423,047, and the recommendation includes soft costs and an owner‑held contingency of $50,000.
District staff said the work completes the district’s high‑school athletic upgrades and includes replacing dugouts and backstops, repairing the outfield and sprinkler lines, adding drainage to soggy areas (notably left field), installing batting cages and a bullpen, fencing around the right‑field scoreboard, and moving the discus ring behind left field for safety. "We've done some things to upgrade it. We did the infield last year," the presenter said, adding that some scope adjustments had reduced earlier cost estimates. He explained the difference between hard construction costs and soft costs such as architect fees, surveys and utility work.
The district noted the project was bid two years ago at approximately $3.2 million but the scope was reduced and more bidders participated this time. Staff said the RFP used a weighted scoring system: 70 points for the technical proposal and 30 points for cost, per state procurement rules that require cost weightings between 30–50 percent when price is included.
Work is planned to begin Aug. 1 to avoid conflicts with summer tournaments hosted at the field; staff will hold a preconstruction meeting and complete required submittals before contractors mobilize. Board members asked for and were offered the construction drawings and a clearer pictorial depiction of the finished work so they could see what will be delivered.
The motion carried after the board vote.
Less urgent details: staff said storage will be incorporated into dugout ends to free up space used by tennis, new backstops will be higher to reduce stray foul balls and a new scoreboard for girls softball will be installed while crews are on site.
