The Zoning Commission voted to initiate a privately proposed amendment to the Palm Beach County Unified Land Development Code that would standardize townhouse rear setback standards and reinstate a defined "parking tract" option in Article 11.
Applicant counsel Scott Bachman said the proposal is largely a housekeeping measure intended to align townhouse standards with other residential product types. He told the commission the request originally sought to reduce a townhouse rear setback from 25 feet to 15 feet and that staff and the applicant had collaborated to include clarifying language on building separation and parking configurations.
Bachman said some existing townhouse developments in the county already use 15‑foot rear setbacks and parking tracks; he presented an aerial example of a built community where 15‑foot setbacks and parking‑track arrangements were used. County staff confirmed the ULDC contains a definition for a parking tract in Article 11 and recommended initiation of the amendment. Commissioners voted to initiate the amendment so staff can work with the applicant and prepare draft text for future hearings.
The initiation begins a process in which county staff will refine draft language and, if advanced, the commission and Board of County Commissioners will consider formal adoption through the amendment and ordinance process.
