Council approves design task order, asset‑management amendment and flow‑monitoring contract for sewer rehab

The Murfreesboro City Council approved three actions to sustain the city's sewer rehabilitation work: a task order with LJA to design the FY25 sewer rehabilitation project, an amendment to LGA’s asset management task order, and a new professional services contract with ADS to maintain flow monitors and rain gauges.

Public works staff said the LJA task order covers design, permitting (including CSX permitting where applicable), construction administration and inspection for a project estimated at about $3,000,000; the design task order is “an amount not to exceed $452,500.” Staff said an inspector will be assigned because multiple crews typically work on rehab projects simultaneously. Staff requested approval to solicit bids for construction after design is completed.

On a separate item, staff requested Amendment No. 1 to the LGA task order to keep the sewer asset management plan current and usable for prioritizing rehab projects. The amendment adds $67,000 for a total task order of $152,000, which staff said is a grant requirement tied to ARPA funding for earlier rehab work and needed to secure the final 20% of grant funding.

The council also approved a professional‑services contract with ADS to continue maintaining 19 sewer flow monitors and seven rain gauges, perform engineering analyses, and provide temporary monitoring for targeted investigations. Staff said FY26 budgeted funds include $330,000 to cover ADS services; the contract includes optional extensions for two additional one‑year periods with pricing for years two and three tied to the CPI.

All three items were approved by unanimous roll calls. Staff said they will return with construction bids for the rehab project and will use the asset management plan to prioritize future projects.
