The Murfreesboro City Council voted unanimously to authorize staff to advertise a Request for Competitive Sealed Proposals (RFCSP) seeking a third‑party consultant to review the city’s planning processes, procedures and ordinances.
A councilmember who raised the item described ongoing institutional turnover in the planning department and said the city needs an outside firm “to look at our processes, to look at our procedures” and recommend ways to simplify and modernize ordinances and workflows while CityWorks is implemented. The speaker emphasized the request was not a comment on current staff performance.
Kathy Smith (Purchasing director), not present at the meeting, was quoted by staff as saying the city had not yet chosen the best procurement mechanism and that the council’s vote would allow staff to use an RFCSP; after proposals are received the city could choose an RFQ or another procurement method if appropriate. Finance staff noted the city can proceed to solicit proposals before finalizing a contract cost, and if needed return later with a budget amendment or use existing planning contractual services or the unforeseen budget.
Council voted to approve the solicitation mechanism and directed staff to return with recommended proposals for council approval of any contract award. The motion and subsequent roll call recorded unanimous approval by the full council.
