The Uvalde Consolidated Independent School District Board of Trustees voted unanimously to authorize the superintendent to exercise hiring authority from June 5 through Sept. 1 to fill positions during the summer hiring season, with a board-directed notification and objection process.
Trustee JJ Quinones moved the recommendation, saying the authority would allow the district to offer contracts to candidates between monthly board meetings so the district does not lose applicants. "I make a recommendation that the board authorizes the superintendent for hiring authority during the summer months of May to September with the caveat that weekly emails have to come to every board member. And if any board member objects to hiring, the superintendent will call a board meeting for that," Quinones said. Trustee Rizzo seconded the motion; it passed unanimously.
Why it matters: District leaders told trustees that rapid summer turnover and market competition for teachers and administrators make it difficult to recruit and retain staff if offers must wait for board meetings. The superintendent and trustees agreed to limits: the superintendent said she would not create new, non-grant-funded positions without board approval and would circulate weekly notices with candidate credentials and proposed pay so trustees could object and request a special meeting.
Clarifying details adopted at the meeting: the temporary authorization takes effect 06/05/2025 and expires 09/01/2025. Trustees requested weekly email notices that include the candidate's credentials and proposed pay; any trustee objection would trigger a request for a special board meeting. The board also discussed limiting the delegation in practice (for example, to teacher and assistant-principal hires) and requiring disclosure of salary/package details when Slate Creek or other incentives are involved.
The board stressed that hiring for new, non-grant-funded positions will still require board approval, and the superintendent said she would restrict the authority to turnover/backfill positions and critical hires needed before the school year began.
