RSU 40 staff: Title 1 allocation rises about $47,000; recommends preserving McKinney-Vento set-aside and staffing priorities

The temporary assistant superintendent (presenting) said the allocation increase is a "healthy sign" but cautioned that final district funding depends on other federal and state titles that were not yet known. The staff recommended posting Title 1 goals publicly, including the goals in the board packet and minutes, and using the Title 1 set-aside to continue McKinney-Vento services such as the van driver and liaison.
The presenter said, "the title 1 allocation for the upcoming year is a good bit more than what we received this year. It's about $47,000 more." She described planned Title 1-funded staffing as: a full-time pre-K teacher at Millard; two full-time interventionists at Millard; at Warren Community School a full-time interventionist, a full-time EdTech 3 for intervention support, and a full-time kindergarten teacher. The district also discussed using Title 1 to fund a half-time library media specialist restricted to Miller and Warren because those two schools operate schoolwide Title 1 programs.
On McKinney-Vento, the presenter emphasized the district's established infrastructure and recommended an actual set-aside from Title 1 for McKinney-Vento supports, saying, "one of the requirements of title 1 ... is that you have to, right off the top, you have to set aside a certain amount of money for McKinney Vento" and proposing to continue funding the van driver, liaison, supplies, family engagement, and related supports from that set-aside.
Other Title 1 uses discussed included curriculum work (continuing use of EduPlanet), teacher clinical representatives, materials and training, and partial support for an art teacher at Friendship Village School. The presentation cited guidance from the Maine Department of Education to use the best available numbers when drafting Title 1 goals, and staff said the district will post goals publicly and include them in the minutes as required.
