Developer seeks final plat for Gates of Saint John commercial core, requests signature withholding until improvements bonded

The applicant for the Gates of Saint John asked the Town of Saint John Plan Commission on June 4 to accept a final plat covering Unit 29A, Unit 29B and Unit 30B so construction of several restaurant buildings can begin, and requested that the town withhold signature on the mylars until required bonds and remaining improvements are complete.
The request matters because the buildings discussed would form the commercial core of the larger Gates of Saint John planned unit development and include street-front restaurants with second-story professional offices. "We're actually building the downtown. This is gonna be a walkable downtown and all outdoor seating," the applicant said, adding that outdoor seating will be mandatory for all businesses.
At the meeting the applicant said the town council has approved restaurant and professional office uses for the commercial lots and described plans to develop three buildings initially. He said the site plan in front of the commission excludes a separate building on Lot 1 that has a different owner; that owner will submit its own site plan later. The applicant also said some parcels had been taken for a roundabout by the Indiana Department of Transportation and that design work accounted for that eventual taking.
Planning staff and the applicant discussed engineering review and bond amounts. The applicant told commissioners he did not expect all paving and improvements to be complete before construction begins and therefore asked the commission to allow the plat to proceed with signatures withheld and with performance bonds issued to guarantee completion.
No formal vote or final plat signatures were taken at the study session. Commissioners said engineering review comments remain outstanding and that the town engineer (and planning staff) would review geometry and determine bond amounts before any final signatures. The applicant said he expects to return to the commission or town council with detailed site plans and tenant names in the coming weeks.
The commission did not adopt a formal action at the study session; the matter will return for further review and final signature only after engineer comments and bond arrangements are resolved.
