Templeton advisory committee asks select board to seek counsel on regional school agreement; adds item to joint meeting

The Templeton Advisory Committee voted to ask the Select Board to have town counsel draft or review a demand letter about ratification of the Narragansett Regional School District agreement and to put the matter on the agenda for the committees’ upcoming joint meeting.
The advisory committee said it is uncertain which version of the regional agreement is in force and that one member town — Phillipston — has not ratified the latest agreement, leaving Templeton exposed to unresolved financial obligations. Chair, Templeton Advisory Committee, said, “I don't think we have a valid school district,” and urged the Select Board to pursue legal clarification. The committee agreed to add the topic to the joint meeting schedule so the Town’s elected bodies can hear counsel and affected officials together.
Why this matters: Advisory members warned that an unresolved regional agreement could leave Templeton responsible for school costs without clear legal authority or predictable state funding. Committee members said a unilateral withdrawal or disbanding would have immediate budget consequences — including loss of state school transportation reimbursements — and could require renegotiation of contracts held by the regional district.
Committee members discussed possible next steps, including (1) asking the Select Board to request a formal legal opinion from Town Counsel, (2) asking the Select Board to place a demand-letter option on the joint meeting agenda with the regional school committee, and (3) discussing the fiscal impacts of withdrawal versus continued membership. The advisory committee voted to change the joint meeting posting so the topic will be heard next week.
The committee also discussed longer-term structural options: pursuing a renegotiated agreement, exploring separation in a managed way, or seeking state intervention. Members noted any withdrawal would carry near-term costs and possible litigation and that state agencies have limited, and sometimes inconsistent, guidance in such disputes.
The advisory committee asked staff to update the Select Board and to ensure the joint meeting includes representatives from the regional school committee, Town Counsel, the Town Treasurer, and the Select Board chairman so the parties can discuss legal and fiscal options together. The advisory committee will reassess after the joint meeting.
