Planning commission grants final approval for Great Oak Manor accessory building with conditions

The Kent County Planning Commission granted final site plan approval June 6 to Freedom Properties (operating as Great Oak Manor) for an accessory structure to be used as a demonstration kitchen and yoga studio, subject to several completion conditions.
Staff told commissioners the project conforms with the comprehensive plan, offers adequate parking for guest rooms and staff, supplies a buffer enhancement plan and meets mitigation requirements for tree removal. Staff said health department concerns about septic reserve areas (SRAs) had been resolved. "The architecture is about 85% complete," the applicant said, and staff recommended final approval contingent on final stormwater management approval and submission of landscaping and tree‑mitigation sureties and recording of the lot line adjustment.
Colleen Taronga, the applicant representative, said the footprint remains essentially the same as the preliminary approval and that stormwater comments were not onerous and would be addressed. Commissioners and the applicant discussed overflow parking, enforcement of a no‑parking restriction on Cliff Road (a condition from the Board of Appeals), and using temporary barriers and signage to keep vehicles off septic reserve areas. Taronga said the project anticipates valet management for larger events and would include temporary fencing to protect the SRA when overflow parking is needed.
The commission moved to grant final approval with the conditions staff recommended — final stormwater/erosion control approval, submission of required sureties for landscaping, buffer enhancement and tree clearing mitigation, and recordation of the lot line adjustment — and the motion passed with recorded affirmative votes from the commissioners present.
Authorities and conditions referenced included the comprehensive plan conformity, health department sign‑off on SRAs and standard site plan requirements for submission of sureties and recording of lot line adjustments. The applicant was advised to provide documentation of final stormwater approvals and required surety postings before a final site plan is signed and recorded.
