Board holds public hearing on 2025–26 budget; LCAP wording revised after county feedback

The Chino Valley Unified Board of Education conducted public hearings on the district’s 2025–26 budget and heard public comment on the Local Control and Accountability Plan (LCAP).
Superintendent Dr. Enfield told the board that the San Bernardino County Office of Education asked the district to mark three LCAP actions — 1.12, 2.19 and 3.16 — as "contributing" rather than "noncontributing." Dr. Enfield said the change is a label requested by the county and not a substantive program change; the revised LCAP will be presented for approval at the board’s June 18 meeting.
During the hearing on the LCAP, teacher and union representatives urged the board to prioritize leadership support for educators and to stop what they described as public targeting of staff. Natalie Cooney, speaking on behalf of educator groups, said teachers feel their voices are often overlooked and cited examples of classroom shortages and what she described as public harassment of educators.
The board opened and closed the budget public hearings at the times recorded in the meeting minutes. No substantive alterations to budget figures were announced at the hearing; the superintendent’s office will incorporate the county-requested labeling changes into the LCAP before the next board meeting.
The board also reminded the public that the LCAP ties district actions and services to accountability measures and that input from educators and parents is part of that plan. The district invited written comments and will accept additional public input consistent with its public-comment procedures.
