Parks staff report fountain working, pavilion and restroom projects advancing; committee reviews protective barrier options

Park Division staff updated the Parks and Recreation Committee on a series of maintenance and capital items at Holbrook Palmer Park and sought committee feedback on protective and aesthetic choices.
Will, a park staff member, reported that the fountain pump and plumbing are installed and running on a timer (currently set from 8 a.m. to 8 p.m.). The committee discussed options for a low protective barrier around the fountain—s basin to deter small children from climbing in. Will showed brochure examples; committee members favored a shallow rounded-top metal panel bolted into the brick basin (a proposed height discussed around 18 inches). No final procurement decision was made; staff said any barrier would be custom-sized and brought back with pricing and installation options.
Will and Robert also reported completed work at Jenny—s Pavilion (new floors and paint, painting of baseball stands and dugouts) and progress on the Gilmore House art-room flooring and painting. The committee reviewed chandelier/lighting style options presented by Coast Lighting and asked staff to ask the vendor to provide photomontage images of proposed fixtures in place.
On restrooms, staff said the team is evaluating whether prefab bathroom modules can be delivered and crane-lifted into place; a heavy crane and site access pose logistical constraints. Staff will confirm delivery/installation feasibility and bring a final recommendation to the council. A contractor BrightView provided a site-quality assessment included in the packet; the committee had no substantive objections to the assessment.
No votes were taken. Staff will return with cost and installation proposals for the fountain barrier, lighting photomontages, and a report on restroom delivery feasibility and next steps.
