Hangar L goes back out for proposals; EDC funding and IAJ repayment discussed

Airport staff updated the Cleveland Airport Board that the Hangar L request for proposals (RFP) was reissued after the single, last-minute submission could not be scored.
"For Hangar L, just as we stated at the last meeting, we took it to council and they approved, and we were able to get it put out for another two weeks," said airport staff member Aaron, adding that the RFP "comes back on the 23rd of the month." He said the earlier submission lacked enough information for scoring and that resubmitting proposers may provide additional detail.
A board member asked whether the Economic Development Corporation would fund construction up front and whether airport IAJ funds for 2024–2026 would be used to repay the EDC. The discussion did not produce a formal motion; staff and members said they would follow up on financing arrangements.
No vote was taken on Hangar L at the meeting. Staff said reissuing the RFP aims to attract more proposals so the board has multiple options when scoring and selecting a developer or operator.
