Council approves contract with Kapoor Company to prepare for potential Act 111 arbitration

Williamsport City Council voted 4-0 to authorize an agreement with the Kapoor Company to provide economic analysis in the event the city proceeds to Act 111 interest arbitration during the current police and fire contract cycle.
The mayor, speaking to council, said the city previously used the firm in 2020 when it prepared for arbitration with the fire union, though arbitration was not required then. The firm is being retained again to prepare financial and economic materials to support the city’s case if negotiations with public-safety unions do not reach an agreement.
Councilwoman Katz said she hoped the city would not need the firm’s services and thanked staff for contract work on the labor negotiations. Staff said the agreement was reviewed earlier by the Public Safety Committee.
The resolution passed on a 4-0 vote. Council did not direct immediate arbitration; the contract authorizes the city to use Kapoor Company’s economic analysis services if arbitration becomes necessary.
