Williamsport City Council voted unanimously Wednesday to award construction services for the Newberry Park Improvements project to Dave Cattilius Excavating Inc., the low bidder. The combined low bid including an alternate restroom option is $540,445.40, with a base bid of $394,177.40 and an alternate restroom bid of $146,268.
The project will recreate the park’s open area as a U-10 soccer field, add a 12-space parking lot with two ADA spaces, install two pickleball courts at the park’s southeast corner, construct a paved walking path around the park perimeter, and provide a single-user precast concrete restroom with an exterior water fountain. The council was told the project is funded through a Community Development Block Grant (CDBG) that covers both engineering and construction costs.
“[The] entire low bid was $540,445.40,” a staff presenter told council, noting the second-lowest bid was only $382.90 higher. Council members asked whether the project fit within the existing CDBG allocation; staff confirmed the project is within budget and that the CDBG grant already covers engineering and construction.
Council discussion touched on restroom seasonality and security. Staff said the restroom will be seasonal — heated but not kept open in winter — and that security details such as nighttime locking will be determined during implementation. Council members welcomed the addition of restrooms and a water fountain, saying those amenities address long-standing needs at city parks.
The contract award passed on a 4-0 vote. The project manager said construction timelines and further plan details will follow as design and permitting proceed.
Implementation details reported to council include the CDBG funding source, the contract award to a Mifflinburg-based contractor, and the inclusion of the restroom as an alternate bid that council can authorize. No specific construction start date was given at the meeting.
