The commission's public report, read in open session by Bridal, said the complaint (case C25001) was filed by Tara Terrence Moore and alleged that Checkley, identified in the report as the neighborhood and community services assistant director, used her official position in a manner that may have violated the Palm Beach County Code of Ethics. The report noted that Checkley was no longer employed by the City of Delray Beach.
After reviewing the report of investigation, a probable-cause recommendation and statements from Commission on Ethics staff, the commission concluded there was insufficient evidence to find probable cause. "Therefore, it is ordered and adjudged that the complaint against respondent Denise Checkley is hereby dismissed," Bridal said.
The dismissal was entered as a public report and final order of dismissal in the Commission on Ethics' June 5, 2025, public session. The transcript of the meeting does not record a roll-call vote on the order; the decision was announced by the chair as the commission's adjudication of the matter under the county ethics ordinance.
