Public works staff and council highlighted competitive interest in the contract; Graziani said seven paving firms submitted bids. Council member asked for a brief explanation of the difference between a mill‑and‑overlay, a seal coat and a fog seal. Public works staff explained that mill‑and‑overlay is the typical repaving, seal coat is an emulsion and fine stone applied in two layers, and a fog seal is a light surface sealer akin to a driveway sealer that extends life on roads previously paved within the last two years.
