Conyers staff report: $200,000 ARC grant for Old Town plan, CSX lease terms and Iron Hoof park updates

City staff reported several community and project updates during committee reports, including a $200,000 Local Concept Initiative (LCI) grant awarded through the Atlanta Regional Commission (ARC) to support an Old Town master plan and placemaking work.
The city manager, Cameron, said the $200,000 ARC LCI grant will be used to help define a master plan for Old Town, identify placemaking and green-infrastructure feasibility, and support revitalization of the hometown district. Cameron said the grant will help create a framework for future projects.
In other updates, staff reported preliminary lease terms from CSX for the South Main Street project. The transcript records staff saying: "CSX has responded with lease terms for South Main Street project. It will be $30,000 $33,300 lease. And the lease rate, 3,300, with a temp with a there's a 10% rate on that. And then we'll probably pay a lump sum and we'll get approval on that for next council meeting." Parts of the CSX statement were unclear in the record; staff indicated final approval and a lump-sum payment will be brought back to the council at the next meeting.
Public works staff noted that the Iron Hoof Disc Golf Course is now ranked No. 1 in the state and No. 14 nationally; staff said they are improving tee-box landscaping and planting cherry trees on Green Street. Staff also said two new public works employees were hired and that three additional positions remain open; they are interviewing to fill those vacancies.
City staff announced two upcoming community events and a city employee luncheon; staff did not provide detailed budgets for the projects during the report.
