The Santa Fe Planning Commission on Jan. 5 approved the final subdivision plat for the Los Prados development at 3730 South Meadows Road, clearing the way for construction of 97 housing units and related public infrastructure pending final technical corrections and permit approvals.
Rebecca Clauser, presenting for staff, said the final plat covers Tract 4A only and implements phase 1 of the previously approved master plan. Phase 1 includes 42 townhomes and 55 single‑family detached homes (97 units total). Clauser noted the developer submitted an approved water plan on May 16, 2025; the project proposes two 8‑inch water connections, four new fire hydrants and two access points from South Meadows Road. She also highlighted that the applicant proposed 49 affordable housing units (50.1% of the total), exceeding the city’s 20% minimum requirement.
Clauser told the commission the city park shown on the master plan is tied to the subdivision but would not be accepted by the city until the park is completed; park design and acceptance will follow a separate review track through the Parks Department. She also noted a water‑budget technical requirement: an improved development water budget, including irrigation demand and a 9.8% contingency per Santa Fe City Code §148.131, must be submitted for final review.
Public comment at the hearing highlighted recreational‑amenity requests and operational considerations for the future park. Scott Hussian of the Northern Soccer Club urged the commission and Parks staff to include a mini‑pitch with lights and open, no‑permit access, describing such fields as “a tool for equity, safety, and youth development.” A different commenter asked for bocce courts; Dan Gowen told commissioners he and others currently travel to Albuquerque to play and asked that at least one bocce court be installed. Several speakers, including Ellen Stone and others, asked that park lighting minimize light pollution while still providing safety. Diana Woods and other speakers expressed support for the housing component and emphasized the local need for affordable homes.
Traffic and infrastructure details were discussed. Public Works traffic representative Leroy Pacheco told the commission that an internal draft comment from Traffic had been inadvertently omitted from the packet; he read the Traffic Division’s comments into the record, including requests for a lighting analysis and pedestrian‑scale sidewalk lighting options, requirements for temporary traffic control signage, and direction that public infrastructure plans be stamped by the engineer of record prior to building permit.
Jennifer Jenkins, representing the applicant (HomeWise), confirmed the project team had engaged neighbors over several years, had complied with conditions from the preliminary plat and sought approval so construction could begin. Commissioners asked clarifying questions about right‑of‑way widths, removed deceleration lane work and sequencing for phase 2 (Track 3), which includes future condominiums and the city park. Staff and the applicant confirmed phase 2 would proceed after city acceptance of the park and completion of phase 1 infrastructure.
Commissioner Vice Chair Smith moved to approve the final plat "subject to the conditions of approval and technical corrections outlined in this report and included in Attach A," and noted a verbal correction from Traffic would be added to the record. The motion passed on roll call with all commissioners present voting in the affirmative.
The approval advances the subdivision to the permit stage; remaining items to be resolved before construction include final water‑budget submittal and verification of technical corrections, stamping of infrastructure plans by the engineer of record, and the Parks Department’s separate processes for park design and acceptance. Public comments requesting specific park amenities (mini‑pitch lights, restroom options, bocce courts and low‑impact restroom designs) will be considered in the park design track with Parks staff, not as part of this final plat approval.
