City awards $73,516 contract to fix long‑standing street ponding at three Tucker locations

Public Works staff presented a contract to repair persistent roadway ponding at three locations — La Vista Executive Park Drive, 2115 Carthage Road and Stillwater Court — and the council approved the contract award to George Paving.
Staff explained the three sites collect standing water for days, which damages pavement, creates mosquito and ice hazards and poses safety concerns. Rather than installing new storm pipe (a more costly option), staff proposed raising curb lines six to eleven inches in the worst spots, installing a spill‑curb detail and repaving to change the roadway pitch so water flows into existing catch basins.
Bids and contract
The city solicited bids and received nine. George Paving submitted the low bid at $66,832.95; staff recommended award with a 10% contingency ($6,683) for a total purchase order of $73,515.95. Staff said the spill‑curb method allowed the three repairs to be completed for substantially less than an alternative full‑pipe reconstruction approach, which would have cost on the order of $100,000 or more.
Neighborhood outreach and schedule
Staff said the three locations were reported by residents and a local business and that neighbors have been notified. The contractor will coordinate scheduling and traffic controls with the city; staff did not present a final construction schedule at this meeting but characterized the work as routine maintenance/repair projects.
Approval and vote
Council approved the contract (motion made and seconded) and the chair recorded a 7–0 vote in favor. Staff noted a scrivener’s correction in the agenda contract number and confirmed the correct number is C2025‑044045‑1045 (recorded as C2025 in the motion).
