The St. George City Council unanimously approved Ordinance 2025‑043 on a motion by Council Member Natalie Larson, seconded by Council Member Michelle Tanner, amending the Atkinsville interchange area plan (PDC zone) to change front building and parking setbacks from 25 feet to 20 feet for a proposed Chase Bank site.
The ordinance applies to approximately 0.84 acres generally at the southwest corner of Pioneer Road and Havasu Drive. Planning staff described the site as in the mixed-use area south of Havasu Drive and noted the PDC zone’s front setback standard is 20 feet; the amendment makes the Atkinsville interchange plan consistent with the PDC standard in that small area.
Staff showed a site plan indicating a roughly 3,300-square-foot building with a drive‑up ATM lane (ATM use is drive‑up only) and a bypass lane. The proposed landscape plan showed 27% landscaping, exceeding the 25% minimum requirement. Building elevations were described as 17 feet tall, with architectural features up to 21.5 feet.
Planning Commission held a public hearing on May 13 and recommended approval by a 6‑0 vote, with the standard condition that the applicant obtain site plan approval prior to construction. At the council meeting, the council voted with Steve Kemp, Michelle Tanner and Natalie Larson voting in favor; Council Members Hughes and Larkin were absent. The mayor declared the motion carried unanimously.
No amendments to the proposal were made at the council meeting. The approval was conditioned on the applicant submitting and receiving approval of the required site plan before construction may begin.
