The Superior School District board approved the first reading of policy 5411, a district policy aligned with Wisconsin Act 20 that governs promotion and retention for third-grade students and the supports districts must offer.
Administration told the board the state law requires districts to adopt a promotion policy following the Department of Public Instruction model by July 1, 2025, and to implement literacy supports, including offering summer reading instruction and personal reading plans for students who score below the 20th percentile on specified measures. “The most significant change...is the Act 20 language around promotion and reading,” administration said.
School staff said the district will not implement the policy immediately; the board approved adopting the policy language now and scheduling implementation for Sept. 1, 2027, to allow the district time to plan summer instruction, confirm teacher licensure for required offerings and align curricula.
Board members asked how summer programming and staff licensure will be addressed; administrators said they will plan summer offerings and ensure appropriate licensure for instructors. The board approved the first reading by voice vote.
