Airport staff: FAA paperwork complete; consultant re-bid needed as AWOS project continues; maintenance items flagged

The Ocean Shores Airport Advisory Committee was told that required federal paperwork for COVID-era reimbursements has been completed and submitted to the Federal Aviation Administration, and that the airport must re-select an airport design/consultant for the coming year to support its AWOS upgrade and pending NEPA environmental approvals.
At the meeting, staff said Century West — the consultant that prepared a five-year plan in December 2020 — has handled recent technical questions quickly and remains the incumbent, but the committee was advised to put out a new consultant solicitation in June or July because the existing planning period expires at the end of the year and the AWOS/NEPA work continues.
Committee members also discussed a set of maintenance and operational issues. Rotating beacon lights were reported as not rotating and windsock lights as inoperable; the committee assigned a follow-up to check with Public Works about repairs. Members also described a green folder containing materials that should be disposed of, including cans of old paint; staff agreed to dispose of those items properly. A thermometer has been installed in view of a surveillance camera so remote viewers can see temperature readings, but the committee noted the camera’s focal length makes the display only marginally legible.
Other operational items: a red donation box at the airport’s three-sided bulletin board will be opened and inventoried; Bill Capron volunteered to check the contents and report at the next meeting so the committee can decide whether to keep the box or discontinue it. Committee members recalled prior discussions that taking donations under an "airport donations" label could trigger nonprofit formation questions and noted prior local guidance to change the label to simply "donations." The committee agreed that small amounts collected have historically been used for incidentals such as lawnmower fuel and fertilizer.
Members also discussed equipment to reduce puncture weeds ("goathead" seeds) on the field, including seed-removal rollers that can be hand-pushed or tractor-pulled; committee members suggested pursuing a pilot purchase or trial for a high-seed area and exploring interest from public-works or community groups.
The committee requested staff to issue a consultant solicitation and return with a schedule; staff indicated satisfaction with Century West’s responsiveness but said a re-bid is necessary to cover NEPA and AWOS tasks through year-end.
