Several members stressed that department capacity matters and that parks directorate readiness should be confirmed before expanding pilots.
Members asked Director Odom (Parks) to provide information about the Napier pilot, program capacity and whether parks can absorb and quickly spend any additional allocations. One council member suggested using paraprofessionals (paras) from the school system to help staff summer programming, with appropriate trauma‑informed training.
No funding changes were approved; the committee asked Parks to provide program details and implementation timelines so members can evaluate whether to include expansions in the substitute budget or route funds through existing department contracting processes.
