Norfolk County commissioners voted June 4 to authorize the county engineering department to provide topographic survey and layout services for Bark Pond Road in the town of Bellingham, a preliminary step to reconstructing sections of a roadway that washes out during heavy rains.
County staff told commissioners the road is an older camp road that washes out in sections during storms. Because full reconstruction is a large job outside a single-year DPW workload, engineers will survey and map the worst sections first and perform work in phases as resources allow.
A staff speaker said the department prepared a formal request and that Patrick, the on-site engineer, was not present at the meeting. The staff speaker explained the phased approach: survey the most damaged segments, complete targeted repairs and then return to the next segment in subsequent project cycles. The approach is intended to allow incremental improvements rather than leaving the community waiting for a large, single reconstruction contract.
Commissioners moved and approved a motion authorizing the county engineering department to provide the services for the town of Bellingham as described in the request. No cost allocation or contract award was recorded at the meeting; the action authorizes county staff to perform the surveying and layout work.
Staff said the phased survey will allow the town to plan and bid repairs for the most vulnerable sections and to spread reconstruction over multiple seasons.
