Norfolk County accepts transfer of light-duty trailer from Needham for weights-and-measures testing

Norfolk County commissioners voted June 4 to accept ownership of a light-duty test trailer from the town of Needham to support weights-and-measures testing of oil trucks.

County staff said the trailer is a 100-gallon test tank used to verify truck meters and has been borrowed from Needham for more than a year; the town asked only that the commission accept formal ownership under Chapter 30B of the General Laws to transfer the asset between subdivisions at no cost.

Assistant County Director Bill Buckley introduced the item and brought forward Bill Mullen to describe the equipment. Mullen said, "It's a hundred gallon test tank. We use it to test oil trucks." He added that the device contains a sight glass and a pump that can return tested volume to the truck. Staff said the unit is older but in "very good shape," carries a state-lab sticker indicating it had been tested and cleared, and that the county will send it periodically to the lab for retesting.

Commissioners raised questions about where testing typically occurs and about spill or leak remediation. Staff replied that testing is done at locations convenient to the truck operators and that oil-truck operators and their companies carry remediation measures for handling leaks. The staff briefing estimated the trailer is roughly 30 to 45 years old and that the county regularly tests and maintains similar equipment.

The commission voted to accept the transfer; staff noted "no value is exchanged" and said they will send a formal letter to the town of Needham to complete the transfer.

The transfer formalizes equipment the county has been operating and places responsibility and recordkeeping with Norfolk County for continued testing of fuel-delivery meters.
