Sycamore board advances statutory policy updates, discusses Neola presentation and campaign-transparency steps

The Sycamore Community City Board of Education held first and second readings on several policy updates required by recent Ohio legislation and discussed next steps for vendor briefings and campaign-transparency measures.
Board members noted that policy IGBA and several other updates reflect requirements from Ohio’s legislative changes concerning services for students with disabilities and that the revisions had passed through the board’s policy committee and legal review. The board conducted a second-read vote to move several policies forward; those items were described by administration as legislative updates rather than new policy initiatives.
Administration reported that a Neola representative — a policy-services vendor — is available to present at a future board meeting if the board wishes to add that item to an agenda. The board expressed interest in a 15- to 20-minute in-person presentation and discussed whether a contract discussion should be added to a subsequent agenda.
On governance and transparency, the board reviewed options for posting campaign contribution information. Legal counsel advised against mixing campaign materials with official board business, but the board agreed it was permissible to place a link on the district’s Board of Education web page to Hamilton County Board of Elections records. Members may also submit a PDF of their own campaign disclosures for posting; the board said any such posting would be voluntary and done individually.
Board counsel also explained the limits on obtaining advisory opinions from the Ohio Ethics Commission as a collective board action. Individual members may submit confidential requests to the ethics commission; the board cannot request a collective advisory opinion from that body. Counsel’s advice and a related letter will be shared with members.
The board approved other routine business items during the meeting, including personnel consent items and acceptance of donations, and approved an administrative leadership coaching services contract for Kelly Wagner. The board also heard an introduction of the recommended candidate for a vacant assistant-principal position; the candidate’s appointment will be finalized pending board approval at a future meeting.
