Council approves wastewater utility capital purchases: lift‑station pumps and main building roof replacement

The City Council approved two wastewater utility capital items on June 3: the purchase of four submersible pumps for the Sherman Avenue and Water Street lift stations and the award of a roof replacement contract for the wastewater utility main building.
Wastewater Superintendent Sweeney reported the two lift stations were originally constructed in 1982 and contain pumps that are roughly 20 years old; the Sherman Avenue station contains two 3‑horsepower flight submersible pumps and the Water Street station contains two 5‑horsepower units. Staff recommended replacing them with larger pumps — two 5‑horsepower units at Sherman Avenue and two 7.5‑horsepower units at Water Street — both to improve operational reliability and to avoid temporary, ad‑hoc wiring of older spare pumps during high inflow events. Sweeney identified Xylem Water Solutions as the sole manufacturer of the flight submersible pumps and recommended purchase at a total cost not to exceed $62,402 ($26,341 for the pair at Sherman; $36,061 for the pair at Water Street). A council motion to approve the purchase passed by voice vote.
On a separate item, staff said the wastewater utility main building roof was original to the facility (installed in 1992) and requires replacement. The city solicited three proposals to remove and replace the roof; bids were Neiman Central Wisconsin Roofing Company at $192,750, Pioneer Roofing at $257,000 and FGA Christensen Roofing at $278,063. Staff recommended and council approved Neiman Central Wisconsin Roofing Company’s proposal, not to exceed $192,750, to install new mechanically fastened insulation layers and a 60‑mil EPDM roofing and flashing system with a 20‑year manufacturer warranty and at least a two‑year workmanship warranty, to be funded from wastewater utility CIP funds.
Both approvals were presented as CIP items already planned in the wastewater budget; staff said on‑site generators and updated controls are planned in subsequent CIP years to integrate with the new pumping equipment.
