The Finance & Budget Committee recommended that the city council award RFP 2025-060 for Phase 2 of the employee compensation and classification services to DCI Consulting Group Inc., a three‑year program priced at $267,500.
Donna Lake, assistant city manager, said the work follows staff and employee groups that researched job descriptions, compensation benchmarks and options for pay‑for‑performance or merit pay. "This will, in that third year, look at really how to train supervisors and look at a kind of pay for performance or really merit system so that employees that do really good work get rewarded appropriately," Lake said.
Lake said the city issued an RFP, received four responses, interviewed three vendors and selected DCI. Committee members expressed support for a merit or pay‑for‑performance approach as a way to attract and retain employees. The committee voted to recommend the award to council.
The contract will proceed to the full City Council for final action.
