Ryan Elam, assistant city manager, told the council the finalized HUD award was larger than earlier estimates: the city received $385,005 for the program year versus the staff's initial estimate of $342,628, and the city also carried forward unspent prior-year dollars that increased usable funds. "That was a good little surprise," Elam said, describing the higher official award and a rollover that added funds for home-preservation and acquisition-for-rehab programs.
