Board extends short-term lease with Maryland Port Administration for World Trade Center event space

The Board of Estimates on June 4 approved a first amendment extending the city's lease with the Maryland Port Administration that governs the World Trade Center's rooftop event space, commonly known as the "Top of the World." The amendment covers June 1 through Nov. 30, 2025.
Tanya Miller of the mayor's office said the short extension will allow time to "button up some of the hardscape and fixtures" that need removal and to continue discussions about a possible longer lease extension. She described the rooftop as "a much beloved space" used for events and tourism and said the extension buys additional time for stakeholder negotiations.
Comptroller Bill Henry expressed support for keeping the space available for public use rather than allowing the state to convert it to private office space. The board approved the walk‑on lease amendment.
Next steps include continued negotiations among the mayor’s office, Baltimore Office of Promotion & The Arts (BOPA), the Maryland Port Administration and other stakeholders about the facility's management and potential longer-term lease arrangements.
