Councilmember Prowse moved to postpone the vote, saying, “I have reservations, so I'd like to make a motion to postpone it until the school impact fee, ILA and all that stuff gets figured out.” Councilmember Armstrong seconded the motion.
City legal counsel explained that an ordinance must include an effective date and cautioned that because the proposal would “gonna modify large portions of the code and so you really would need to have an effective date, say, 01/01/2026,” the council could either set a future effective date or table the item until related school-district matters are settled.
Councilmember Harpster and others said they preferred waiting until the school impact fee ILA was resolved. Harpster said he concurred with the concerns raised and urged patience; another member suggested matching effective dates if the council approved both fees on the same night.
Mayor Serrano called the roll for the table motion. The recorded vote was unanimous in favor of tabling: Councilmembers Grimm, Harpster, Parales, Barajas, Blaisdell, Mayor Pro Tem Milne and Mayor Serrano voted yes. The council did not set a specific return date; staff was directed to bring the transportation impact fee back in coordination with the school impact fee ILA so their effective dates could be aligned if the council chooses that approach.
The item was introduced under “Ordinances and resolutions” as Ordinance No. 4767. No presentation by Director Sarah occurred before the motion to table. The council’s comments focused on procedural timing, housing-affordability concerns and the desire to avoid imposing overlapping fees on development before the school district’s changes are final.
Next steps: staff will coordinate with the school district and schedule the ordinance for a future meeting, at which point the council may set a future effective date or take other action.
