The Pasco City Council on Monday unanimously approved a resolution accepting notice of intent to commence annexation proceedings for property petitioned by SG Land Management LLC and Horrigan Farms LLC.
Staff told the council the action begins the formal review process and would allow Planning staff to accept the annexation application, evaluate whether simultaneous zoning adoption should occur and determine whether an assumption of bonded indebtedness is required. Director Miller said staff is proposing a modification to the annexation boundary to include the portion of Burns Road located north of the project site and north of adjacent neighborhoods already inside the city limits.
Councilmember Milne moved to adopt the resolution and Councilmember Blaisdell seconded; the motion passed on a unanimous voice vote.
The council did not hold a public hearing at this meeting. Staff said this agenda item was a statutory public meeting required to inform the legislative body and the petitioners about next steps; any formal zoning decisions and detailed reviews will return to the council at a later date. No petitioners appeared to speak during the statutory meeting.
Next steps described by staff include a staff review of the annexation application materials, a recommendation on whether to pursue simultaneous zoning adoption when the application returns to council, and an evaluation of any required assumption of bonded indebtedness connected to the parcel. Staff will bring the detailed recommendation back to the council for a later decision.
The resolution sets the annexation process in motion but does not itself adopt zoning, infrastructure obligations, or authorize development. Those matters will be resolved in subsequent, noticed actions.
