The Germantown School District finance committee voted to forward to the full board a recommendation to create a dedicated OPEB trust to hold funds segregated for payment of post‑employment health benefits.
The committee’s recommendation follows a district decision in April 2024 to revise retiree benefits so that employees hired after July 1, 2029, will receive contributions to an HSA‑style plan while a grandfathered group remains on the current retiree health benefit schedule. “This is going to be a good thing for the district and the staff moving forward,” said Mike Nowak, who presented the trust proposal to the committee.
Committee discussion covered how the trust will be funded and reported in district accounting. Finance staff said $300,000 has been designated for initial funding and could be moved into the trust before the end of the school year if funds are available. Going forward, the district intends to include recurring appropriations in future budgets to keep the trust funded. Staff explained the trust will be recorded in Fund 73 so future balances will not inflate the district’s general fund balance.
Members also pressed for clarity on benefit math and payout mechanics. Committee members reviewed example figures included in the trust documents — for example, a listed $1,100 figure and a $13.20 line item used in benefit calculations — and asked whether those numbers represent amounts earned or amounts being prefunded; staff said the numbers are the basis for the funding calculations so money is available when employees retire. The committee discussed payout timing and prorating rules for the different tiers; staff said the benefit is paid over a maximum six‑year period and that later retirement reduces the number of benefit years under the district’s tier structure.
The committee requested one technical edit to the draft legal document: remove a gendered pronoun in the trustee/designee language and replace it with the position title. The motion forwarded to the board included that amendment.
Motion and next steps: The committee moved, seconded and approved a positive recommendation to the full board to create and fund the trust and to appoint trustees, with the page‑2, item‑6 edit removing the word “her” from the designee language. If the board approves, staff said they will proceed to finalize trust documents with the district’s attorneys and the trust company and work with the superintendent’s office and HR on public posting of the documents.
