Doug Clon, city construction manager, said the modification has two principal elements: (1) add design and construction for the greenway pedestrian pathway along Windmill (approximately 2,000 feet) using a paving machine the contractor currently has in town, funded by the Greenway Maintenance Fund, and (2) cover unanticipated concrete removal where an earlier paved layer was discovered beneath asphalt, which requires additional demolition and replacement. Clon quantified the request as $236,622 for the greenway expansion and an additional $60,000 to complete remaining contract work due to unforeseen concrete removal, for a total additional request of $296,622.
Clon said the paving machine provides a more efficient, uniform finish and shorter schedule than hand‑formed concrete, and that similar equipment was used successfully on other greenway segments. With no public comment, committee members moved and seconded the modification and unanimously recommended approval to the full council.
If the council adopts the modification, the contractor will proceed with the added greenway concrete and complete the contract work once additional funding is authorized.
