The Finance Committee advanced a resolution asking the City Council to approve the Cheyenne Regional Airport Board proposed FY2026 budget: $16,164,803 in proposed revenues and $23,611,832 in proposed expenses. Airport staff outlined planned capital work including a new fixed-base operator facility and a roof project.
The Finance Committee recommended City Council approval of the Cheyenne Regional Airport Board’s proposed fiscal year 2026 budget, which lists proposed revenues of $16,164,803 and proposed expenses of $23,611,832.
“Municipal code requires that the Cheyenne Airport Board to submit a proposed budget annually for approval by the governing body,” Robin Lott Lochman, city treasurer, told the committee while presenting the budget resolution. Committee members asked how the airport would cover the shortfall between revenues and expenses. Tim Bradshaw, aviation director for Cheyenne Regional Airport, said the airport intends to finance construction of a new fixed-base operator (FBO) facility and expects to use reserves initially and pursue municipal bonds or other revenue financing for long-term debt service.
Bradshaw described the FBO project as a new hangar and general aviation terminal intended to support private aviation and regional economic development. He said a separate project to repurpose the older terminal is underway but not included in this budget except for a roof replacement line item estimated at $800,000; bids for the roof replacement came in roughly half that amount, he said, and grants have been secured to help fund it.
Committee members also asked whether the airport has bonding authority and whether projected revenues can service debt; Bradshaw said the airport has consulted bond advisors and expects to be able to bond but did not state a specific bonding limit. With no public comment, the committee moved and seconded the resolution and sent a recommendation for adoption to the full council.
The committee’s action was a recommendation; final adoption of the resolution approving the Airport Board budget will occur at the City Council meeting.
