The staff member said once all physical improvements are in place the city can submit a final letter requesting the quiet zone; the FRA then typically takes about two months to enact the designation. The staff member noted Brookfield reported a 20‑month FRA review for its project and that Pewaukee is in month 12 of Wire Road review.
Committee members discussed doing quiet‑zone work by corridor but also agreed it makes sense to proceed with Duplainville Road if its required improvements are minimal. The staff member said Duplainville appears to have few improvements and could be pulled out for earlier submission; moving a nearby traffic signal would cost about $250,000 and curb work at another crossing was estimated around $75,000.
The staff member said the county permits improvements on county roadways but typically does not pay for them; Brookfield will lead the Springdale filing and Pewaukee staff will coordinate timing so the railroad can review both crossings as part of the same corridor process where practical.
