A Public Works staff member told committee members that the common council is considering a policy to cap assessments for future water and sewer extensions at around $51,000 total.
The staff member said the $51,000 figure is the combined average for water and sewer assessments discussed with the council — roughly a little over $20,000 for water and just under $30,000 for sewer. The committee was told staff will provide two additional pieces of information to the council on June 2 to support setting an exact cap.
Committee discussion also flagged longer policy choices, including whether some parts of the community should remain on well and septic or be transitioned to municipal service. Staff said that decision will follow and would be considered separately from setting an assessment cap.
Members and staff discussed practical constraints in some areas. The staff member said four properties in a northwest quadrant could be served only by very deep sanitary sewer (about 50 feet) if gravity service were used; the alternative would supply those lots with a force main and private lift systems that would reduce maximum sewer depth to about 25 feet. The staff member said residents in that neighborhood circulated a petition asking to remain on septic.
No formal cap was adopted by the committee; staff will return information to the common council and the item will be considered again during a special meeting tied to a Hickory Grove sewer extension and road work.
