Council approves transfers to cover retiree payout and contract raises in 2025 budget

The Beacon City Council approved four budget amendments to move contingency funds into payroll and severance accounts to pay a retiree severance and to cover recently ratified union-contract increases.
City staff said the first transfer moves $75,409 from retirement contingency to a severance/retirement pay line to cover payout for an employee who retired in January after 29 years of service, including sick-time and vacation accruals. Additional transfers move funds from contingency to payroll and payroll-tax lines to cover CSEA bargaining-unit increases: $198,240 to the general fund payroll lines, $50,364 to the water fund and $39,863 to the sewer fund.
Staff explained these amounts had been anticipated and held in contingency in the budget adopted earlier in the year; the council approved moving them into operating lines so payroll remains funded. The motion to approve the amendments was made by Councilmember Pam, seconded by Molly, and carried unanimously.
