The City of Beacon held a public hearing on June 2 for a proposed amendment to the municipal code that would let the mayor declare a drought emergency upon recommendation from the superintendent of water, rather than requiring a council resolution to do so.
A staff member summarized the intent of the draft local law: it “changes the code to allow the mayor to declare the drought emergency based upon the advice and recommendation of the superintendent” so that a quicker administrative response is possible. The draft also makes minor clarifying edits to existing code language.
No members of the public spoke on the item during the hearing. The council voted to close the public hearing at the meeting; staff said the draft will be considered in a subsequent agenda item.
Council members discussed procedure only; no formal change was adopted at the June 2 meeting. The amendment, if adopted later, would shift the procedural mechanics for declaring drought stages but would not change the underlying emergency measures already authorized by city code.
City staff noted the hearing materials and the local-law language are in the council packet for public review.
