City engineering staff said raising curb reveals across the affected driveway openings would reduce the volume of street runoff that spills into the neighbor’s driveway and yard; the city engineer cautioned that the recipients’ backyards sit at the block’s low point and will likely retain water even after curb work is completed.
Staff described a practical fix: restore a driveway opening to a standard one-inch curb reveal that likely would prevent the street from flowing directly into a driveway. The engineer said the work “will probably help some, but there will not solve the problem” entirely because of the underlying low elevation of the backyards. The estimated hard cost to rebuild a concrete curb at the driveway opening was discussed at about $1,600.
Council members and residents discussed whether to pay from capital or sewer contingency funds and asked staff to provide a firm cost estimate and identify a funding source for the work. Staff also noted the city lacks authority to regrade entire private lots or the interior of an unimproved block; regrading the whole block was deemed “entirely inappropriate.”
