IPRTF steering hears jail and Behavioral Care Center updates: RFP timeline, inmate survey, judge meeting scheduled

Committee members noted that the design-build contractor request-for-proposal (RFP) review panel is scheduled to meet on June 16–17 for full-day sessions to evaluate proposals. One steering participant said the design-build RFP review will advance selection of a contractor for project design and delivery.
Data collection for a jail inmate survey began on the day of the meeting; the effort will inform future jail and BCC design details. David Goldman was identified as taking the lead on distribution and collection of the inmate survey.
Steering reported recent BCC work-group meetings and said participants heard an external presentation (referenced as from Nashville) that prompted additional follow-up; some questions remained because a meeting interruption briefly delayed discussion. Members asked that all BCC work-group participants be included in the upcoming full IPRTF presentation so the task force can have a robust conversation about involuntary holds, prosecutorial diversion, and related design considerations.
Separately, staff reported a meeting scheduled for the following day with District Court judges (Judges Anderson and Rand and court administrator Jake) to clarify language and expectations referenced in a previously received district-court letter. Steering described the letter as a reminder of the judiciary’s separate constitutional role and expects staff to report back after that meeting.
No formal procurement decisions or contract awards were made at steering. Steering members emphasized the importance of keeping committees coordinated, ensuring JPOP and committee responsibilities are clear, and including small cities and municipal partners in communications about project milestones.
